In his defense, this piece of the legislation was probably not in the section that was given to him to read. Since they have limited time and resources, they divide up the legislation amongst his staff to read...and they have to make very quick decisions...so it was probably just an oversight that this part was not conveyed to him. < /sarc>

I'm more inclined to think that Specter would say that it was from the HOUSE bill, and that he's a SENATOR, so he doesn't care what's in the House bill. It's what's in the Senate bill that's important to him.

A reminder to all when talking about “read the bill” - some of the sections are modifying existing law so it is necessary to ALSO read what is being modified to see exactly what the change will cause to happen. That is a heck a lot more pages.

We will have to disagree on this one...Back in high school, I knew a couple of whore’s, so did all the guys..They were very popular....sluts usually refered to dress and attitude. Not as popular with the guys as the whores. :O)

True, but shouldn't Specticle at least know the fundamentals of the House bill and isn't it likely that the Senate version was contemplated to have a mandatory requirement?
