In today’s world of computers, redistricting should be done by a computer.

Intructions:

1) compact as possible (shortest periphery);
2) equal numbers of citizens +/- 1%.

With census data you could probably solve for those conditions on a PC in an hour.

No more gerrymandering !!

Government reform should start by reducing the legislatures to part time status. With re-districting in play in California the next step is a part time legislature to get these legislators back on track. New York and Michigan should do the same - reduce the amount of time these lawmakers have for creative strangulation by regulation lawmaking. see www.reformcal.com
