You’ve got me there, I didn’t think of that. :)
In today’s world of computers, redistricting should be done by a computer.
Intructions:
1) compact as possible (shortest periphery);
2) equal numbers of citizens +/- 1%.
With census data you could probably solve for those conditions on a PC in an hour.
