Um, it is spilling the blood of tyrants. The patriots are the good guys.
It’s sometimes said with only the tyrants but I think the original said both. Which makes sense if you think about what he was trying to say: the things which must occur periodically to ensure liberty will result in the shed blood of tyrants and patriots. He’s not saying that shedding the blood of patriots, or even that of tyrants, is an end in itself, merely that it’s the inevitable outcome of the necessary events.
