It could be that simple.
What have we got to even make the assumption this man is smart? No one has been able to see his college grades because he has had them sealed along with every other facet of his earlier life.
Besides, to be smart means to have actually done something of note or exhibited the ability to take life’s experiences and teachings and use them to make the sum total of these experiences greater then the individual aspects. In other words to create something.
Intelligence is what you are born with, smart is what you become (sometimes)
I would beg to differ on that... one can say that he definitely has Chicago thug street smarts...

Not everyone believed it to begin with and yes, it is that simple as far as his intelligence is concerned. Of course, he never actually had any intention of doing the right thing to begin with. It isn’t that he lacks the smarts to do the great job he promised but that he seems to lack the smarts to accomplish the evil he truly intended.
As they used to say when I was in grammar school, "No sh** Dick Tracy, what gave you the clue?". Most conservatives have long said the guy is an idiot being run by others from behind the scenes.
