The U.S. government is prepared to provide up to $10 billion in loans to finance the development of massive hydrocarbon reserves off Brazil’s coast, a Brazilian official said Wednesday.

Golly gee, I thought he was against it for environmental reasons, but I guess he just doesn't want us to have our own oil, preferring instead to keep us sucking at the teat of foreign sources that don't have environmental requirements as strict as ours.
