Maybe theres more to it. There probably is. From what I can tell, in previous years, the $175 million was not part of an agreement. Then again, I would not expect the government to just give money away without having some level of control.

I think there will be a vote on this some time this week. If closing the hospital was considered a bad move, imagine the political/economic fallout caused by losing $175 million in funding.
