The page numbers of either link to the Bill .pdfs should match up fine. The problem comes into play where a few of these may be more "liberally" interpreted than what they should be. So you'll get to the page number and wonder why what is written there doesn't look anything like the posted list.
Other's may not make much sense because they modify existing code in other laws or regulations. For example:

Often time the section referred to will be a section in this bill. If so, you can just search on SEC. 911 (or whatever) and you should be able to find it. In this case here the "healthcare" bill is modifying something in Section 1848 of the Social Security Act. If you really want to be sure you can look that up and note your interpretation.
And don't feel that you aren't able to interpret what they are saying. Many times these idiots in congress don't read their own bills because they themselves have no idea what it's referring to.
