With the government running out of money, these Revenue Agents, have to pull out all the stops. The important thing is they get their $100. And now they can add at least five zeros to that number once the law suits are settled.

Unlikely. Most people will bite the bullet, pull over and pay the $100. Individuals who've perpetrated other, far worse offenses will, OTOH, often run. That's why cops are usually well justified in giving chase.
