It doesn’t. But sure takes a lot more effort to enforce that now.

Also, a vote of the people is not a constitutional method to ammend the constitution. If Americans are to the point where they see the “natural born” requirement as being passe, then the constitution needs to be properly ammended. That ISN’T going to happen...yet anyway.
