(c) LIMITATION ON PHYSICIANS’ SERVICES INCLUDED IN TARGET GROWTH RATE COMPUTATION TO SERVICES COVERED UNDER PHYSICIAN FEE SCHEDULE.—Effective for services furnished on or after January 1, 2009, section 1848(f)(4)(A) of such Act is amended striking ‘‘(such as clinical’’ and all that follows through ‘‘in a physician’s office’’ and inserting ‘‘for which payment under this part is made under the fee schedule under this section, for services for practitioners described in section 1842(b)(18)(C) on a basis related to such fee schedule, or for services described in section 1861(p) (other than such services when furnished in the facility of a provider of services)’’.

At this point you have to jump to another part of the bill to understand everything.

INCLUSION OF MENTAL HEALTH COUNSELORS AS PRACTITIONERS FOR ASSIGNMENT OF CLAIMS.—Section 1842(b)(18)(C) of the Social Security Act (42 U.S.C. 1395u(b)(18)(C)), as amended by subsection (a)(7), is amended by adding at the end the following new clause: ‘‘(viii) A mental health counselor (as defined in section 1861(kkk)(2)).’’. (c) EFFECTIVE DATE.—The amendments made by this section shall apply to items and services furnished on or after January 1, 2011.

SEC. 1309. EXTENSION OF PHYSICIAN FEE SCHEDULE MENTAL HEALTH ADD-ON.
Section 138(a)(1) of the Medicare Improvements for Patients and Providers Act of 2008 (Public Law 110–275) is amended by striking ‘‘December 31, 2009’’ and inserting ‘‘December 31, 2011’’.

You wrote this article about what you claimed was in the bill. I wrote back regarding whether or not your writings were in the bill, not whether or not I thought those issues might come into being. That is a completely different subject.

No. I do not work for, or would ever work for, ACORN. I simply think that misinterpreting what is actually written does not help fight against what is actually in the bill.

It is a terrible bill full of anti-USA freedoms. That is how we need to fight against this bill. Not presuming all kinds of things that are actually not in the bill itself.

We are a free people. We are free to make good or bad decisions and it is not the place of any government agency to rescue us from bad judgements. That will prevent us from learning how to make good judgements.

The primary purpose of the government is to provide a level playing field so we can overcome our mistakes.
