This word FISHY isn’t used all that much, particularly in governmental types. THEREFORE...I have a theory that this is a Rahm Emanuel featured item because of the dead fish thing. Maybe he somehow just has fish on his mind? Just a random sort of stray thought I guess. A Columbo type clue.
