If it can be imposed, it can be revoked -- and always is, sooner or later.

I guess that's why Jimmy Carter thought "no harm, no foul" when his visit a few years ago to Cuba with well intended advice to Castro to loosen up a bit, precipitated an amendment to the Cuban constitution providing that the Communist government would always be in power and specifying that the provision could never be repealed.

And you actually believe that Cuba will NEVER cease to be a communist country, because Castro wrote that provision into the constitution? Do you even believe that the existence of that provision will delay the fall of that communist government by even a single day?
