Fairly unclear English. They mean 20 meter circular error probability (CEP), probably 90% chance of landing in a 20 m circle centered on the target.
If it’s one of their large bombers, it could be a stick of 60+ bombs.

Notice that the description said nothing about the bomber actually flying. Perhaps it will be mounted on a flatbed trailer, driven to the target, and the crew will stand on the wings and throw ordinance at the tarrget.
