No, if they hope to use the military in any way against the populace, they have a another thing coming. That would be a VERY big mistake. Worse yet, calling out the Guard. 75% of the NG would tell them to stick it, right off the bat. Red state govenors may even refuse to call them out. Think Texas would mobilize them? Here in Southern Illinois, and rest assured, we are completely opposite of Chit-ca-go, they would have to send Chicago units to quell the populace down here. It would not surprise me if the SI Guard units would oppose any move like that, and yes I do mean armed opposition. Local police have no dying love for the State police, either.
