I have been on many drilling platforms, but I have never even heard of a sideways-drilling platform. However, platforms do use directional drilling technology, none of which is capable of that far of a lateral reach.

So, no the Russians will not be taking your oil.

My mistake. I still see the Russians doing everything they can to take as much oil as they can from as close to the Keys as they can.
