Interesting you should mention San Diego. We just returned from a week's vacation in San Diego, my first time there. We liked it a lot, and we did talk about possibly moving there in a few years. Housing there is cheaper (relatively) compared to where we live in the Bay Area, so making such a move would also be a good one financially.
While housing is down a bit, this would be the time.

condos in my neighborhood now start around $500,000 a unit to $4 million a unit.

SD has the largest number of defense contractors.
They are getting huge numbers in contracts weekly.
Lot of HiTech here, Major area for BioMed and research.
Telecommunications. Largest concentration of military
in the world.
Tourism and Conventions here bring in over $12 Billion a year.
