A command system of economic distribution requires rationing of scare resources in place of the free market mechanisms of supply, demand and price. Those charged with the planning must limit distribution according to a standard other than "need", which of course puts the lie to socialist rhetoric, but does not inhibit liberals from insisting that ability to pay ought never be the standard by which such decisions are made.
When the product to be rationed is health care services, that standard will always in the end devolve to one of "viability", which effectively puts a price on human life - not at the will of the owners of those lives, but by a bureaucrat or a party hack, or both.
If that doesn't scare people, I don't know what will.
