Probably because they can. I'm no expert on Russian military but my impresson is that their Navy was just about ready for the scrap heap after the USSR fell. It would take a lot of time and money to get submarines back in fighting trim. This may be a trainng run and morale booster for the crews as much as anything else.

I don’t know. None of these explanations make sense.
There were rumors that the bad guys were planning a big event here in August.
Maybe they’re curious and want to monitor the situation.

Doesn't this make any one a little nervous about Russian subs cruising of our shores especially since Obama signed away our nuclear power when he was in Russia. I don't think these are practice runs. New York could really glow in the dark and 9/11 is barely a month away...
