It’s an intimidation tactic. Even if people don’t report, the WH will get people to think twice about forwarding anything negative against Obama, healthcare, etc. Like the woman who lost her job for forwarding an egg hunt email that was being circulated earlier in the year. Haven’t seen that one making the rounds in a while.
