The kernel of truth is the fact that, like the Joker, they are psychopaths. When they’re among friends, when they think no one is listening (and sometimes when they slip, like on left-wing blogs), they will fully admit that they have NO PROBLEM with suffering and death on the part of either few or many as long as their goals are realized. They want what they want; they want what their ideology dictates, and it matters not to them the amount of suffering they inflict in the process. They are psychopaths. That’s why the poster is eerily disturbing even to us, and why it’s getting under their skin. Perhaps by accident, perhaps by design, it’s turned out to be a tiny but clear window into their souls.
AND if you remember, Joker had no identification. Nothing about his past. Even his clothes were labelless.

Windcatcher has it right. The Joker kept multiple attacks in play to keep the authorities off balance(1). He had no past which made him impossible to trace(2). With the boats he played the two groups of people against each other, as he also did just before with the bombs(3). He was like a magician where you shouldn’t watch the hand in play but the one in the background(4). He loved to scare the people, all for fun.
