Youre saying that the original is the higher-resolution bottom photo? And someone modified it to change the E to a K and the O to a 6? And, in the process of modifying it, not only sharpened it but also drastically reduced its resolution down to what you see in the top photo? So basically the reverse of what was being claimed by the starter of this thread?

No - the opposite, the original was a lower resolution. And someone, with good intentions I’m sure, tried to make it easier to read, and used something to sharpen the image. This would make the file larger, and make many elements easier to read, but in doing so, the ‘E’ starts to look more like a ‘K’.

No way. You can't take a crappy-looking JPG and sharpen it or enlarge it into a nice, crisp, high-resolution JPG. Doesn't work that way. It would LOSE definition. There is no way that a sharpening tool on that low-resolution image could turn it into the larger high-resolution image.
