Where did you get this info? ‘Somewhere else’? It’s important to track it back imho.
EG..this could be a set up by this Bomford person for all we know. Glad you tracked down the Whois. Anyone can put up images on the internet, photoshop them etc. This may be part of the hoax or a it could be disinformation.
