If you blow the image up, you’ll see the characters don’t seem to have any distortion to them.
Magnified, they almost look like they were typed or printed across an old form.
Kinda odd to me.
I see exactly what you’re saying, characters are perftectly flat—2d...where they should be slightly distorted as they naturally follow the crease of the paper.
This is a tremendous wild goose chase we’ve been sent on—i really hope there is some kind of official analysis off the public purvey of the web that is happening.

More likely an excellent job by a graphics artist working on a picture of an old form and using content from the Kenya BC as a stencil to keep the fonts matching. It’s good work, but you can pretty clearly see how this thing was edited at the pixel-level.
They forgot to put the fold distortion on it. Nice try on their part, imo. Probably spent hours and hours on it.
And that would explain why the Aussie BC doesn’t have an Australian Coat of Arms on it!
