E. F. Lavender is the name given for the Registrar. The name of the person who signed the document is Joshua Simon Oduya.

According to the document, it’s the name of the person who signed at the bottom right. Not so, Lavender is the "Register", Simon is his "Deputy" and signed the copy. If there is any truth to this Lavender would have signed the original "Long Form Birth Certificate".
