This practice is illegal as the state hospital system was ruled to be unconstitutional and demeaning the mentally Ill and those who resided in the state hosptials because their families were unable to care for them. This included the retarded and down syndrome people.

Now if they plan on a similar housing of the aged and infirm, that is apparently planned is not going to go too far.
