What you need is a state law enacted that requires the candidate to show his birth certificate or else he cannot be placed on the ballot of that state.

Btw, your plan won't work. Look at the mess caused by a Dem state official in Ohio during the last election. Do you REALLY think a state is going to go up against the DNC machine?! Not likely.
