Um.. actually, none of the above. It's someone with a very low IQ. You may or may not be aware of it, but all over the country, the developmentally disabled are being forced out of state institutions into the “community” to the detriment of both the patients and the communities. The liberals have decided that they have the right to be in the “least restrictive” placement no matter if it is good for them or not.
In practice that means that they are being forced into community care homes staffed by minimum wage workers with very little training, while the state facilities are staffed with highly trained, licensed professionals who know how to deal with whatever problems they may have.
One of the biggest problems is that those with the lowest IQ’s tend to wander away from the homes; and with very little safety awareness, they quickly become traffic statistics. Or they are victims of inadequate monitoring of their meds because the workers are so poorly trained.
Here in CA the state licenses these homes, but doesn't even require them to get building permits when they remodel the homes to make them handicapped accessible even though the state is paying for the remodeling.
He is developmentally disabled,,,,but,,,,he has the wit to break into houses, and he has the wit to use a computer to log into the internet and then to search for porn sites? This sounds like some convoluted dream of some liberal therapist.
