Not to endorse what he did, but corruption in small towns can be very frustrating. Being in with the in crowd can definitely lead to financial rewards.

Zoning codes are the most easily abused. Because they are “administrative law” none of the protections of the constitution are in full force. You have to prove your innocence, for example, and many codes start with a variation of the wording “anything that is not specifically allowed is illegal”.
