Only the oldest federal workers are in that class. President Reagon changed the retirement system and all federal workers from that time on pay social security. He changed it because he saw the SS problem looming on the horizon and decided to add a large number of people to pay into SS, but in about 5 more years these people will start retiring. It was a short term fix.
