According to Wikipedia, Specter was raised in Russell, Kansas. He started at the University of Oklahoma but then transferred to the University of Pennsylvania, and apparently has lived in Pennsylvania since then--so only the first 18 or 19 years were spent in Kansas.

I don't know if there is any difference between Wichita cuisine and Russell cuisine.

Comparing Russell to Wichita is like comparing Mayberry to Cincinnati.

‘Wichita Cuisine’, well... We have a few local favorites, places you definitely can’t find anywhere else, but we are mainly a good cross-section of Americana as far as ‘cuisine’ is concerned. Somewhat Generic with a few PLEASANT surprises.
