Hawaii can pronounce the world is flat or round or that the sun revolves around the earth or vice versa for that matter but it does not give any state official in Hawaii any authority or jurisdiction to determine the veracity, legal or otherwise, of such matters. Hawaii state lawyers can vet legally useless, irrelevant, and obfuscatory statements until they are blue in the face but that does not guarantee the legally useless, irrelevant, and obfuscatory statements are accurate or complete.
