Back in November '08, I copied this from the Hawaii Vital Records website. I'll have to go see if it's still there:
"Amended certificates of birth may be prepared and filed with the Department of Health, as provided by law, for 1) a person born in Hawaii who already has a birth certificate filed with the Department of Health or 2) a person born in a foreign country."

That still doesn’t answer the question: Do foreign-born persons get Hawaii COLB’s that declare them to be born in Hawaii? If not, the argument over foreign-born COLB’s is irrelevant. If you believe it to be true, bring forward such people and you have powerful evidence. Without such people, you have an unsubstantiated allegation. Still waiting.....
