Your ignorance is only exceeded by your arrogance. You don’t know if the Hawaii COLB qualifies for the issuance of a US Passport. As someone who has actually issued a passport, I suggest you admit you don’t know rather than therorizing about it. I don’t know if it is accepted or not.

I don’t know if it is accepted or not. Neither do I and I plainly said so. So what? I never claimed to know.

I do know this: the State Department has said “Please note, some short (abstract) versions of birth certificates may not be acceptable for passport purposes.”

Why take a chance? Get the real thing. Like the State of Hawaii says: "Certified copies of these records may be issued to authorized individuals and used for such diverse purposes as school entry, passports, Social Security participation, driver’s licenses, employment, sports participation, survivor’s benefits, proof of property rights, and other needs." What's the problem with that? You are sort of dense, it seems to me.
