We have anecdotal evidence here on FR that the Texas short form, very similar to Hawaii's, is NOT acceptable evidence for the issuance of a passport. What would make one short form acceptable and another not is unknown to me.
In any case, your quotation from Hawaii, "Certified copies of these records may be issued to authorized individuals and used for such diverse purposes as school entry, passports, Social Security participation, drivers licenses, employment, sports participation, survivors benefits, proof of property rights, and other needs." appears not to refer to the Hawaii short form since the reference is to "copies of these records," and the Hawaii Certification of Live Birth is not a copy of anything, it is a document of first impression abstracting another, primary document. The "copy of the record" would be a certified copy of the primary document, in this case, the Hawaii "Certificate of Live Birth".
