‘On record’ is the buzz words alright. Jumped out at me on first read.

That is, the words “original birth certificate on record in accordance with state policies and procedures” doesn’t mean they have a paper document or had one at the time the statement was made. They think of the electronic “record” they have now as being the legal equivalent of the “original birth certificate.” And they may or may not have verified the information on the COLB Obama posted on the Web. They don’t actually say they did so.
