I believe this is to establish a precedent and prepare the people when the Communist-in-Chief orders troops to quell what he perceives to be a threat to his dear leader rule. He'll be startled when generals refuse to obey his orders. They legally can refuse under the
Posse Comitatus in the Constitution.
Maybe the BC disaster has something to do with it and zero is quite worried about it, among other things. If the military quells the citizens, we'll have a zero-for-life.

It’s diversionary because it is designed to shift the focus away from health care, Gatesgate and the birth certificate controversy and point back at the Bush admin.
