that the Hawai‘i State Department of Health has Sen. Obama’s original birth certificate on record in accordance with state policies and procedures.”

~~~
Giving NO qualification of just WHAT they have. The original birth certificate could’ve document his spawning on Pluto. That statement does nothing to clarify the citizenship issue, correct ?
I hear what you're saying Star, but the operative words are:
"I...have personally seen and verified that the Hawai‘i State Department of Health has Sen. Obama’s original birth certificate..."
Ever since, "It depends on what the meaning of the word 'is' is," the world is aware of how slippery these friggin' pols can be, but I interpret Fukino's statement to mean she's laid her eyeballs on the document.
The intent of her statement is to convey the message that she's seen the document.
There is also the DHHL website that required the long-form birth certificate as recently as June 8th.
How could a Hawaiian apply for DHHL benefits in March 2009, if the "real" birth certificates were destroyed in 2001.
Correct. It just means they have, or then had, his original *birth certificate*, not just an electronic copy/image of it, and certainly not just entries in an electronic database reflecting what was on the original. The original.
It may be that they were a little sloppy with their language, and all they have is an image file of the original, which would be better than nothing, but easier to fabricate out of whole cloth than the original paper document.
That would not necessarily be true if the document was electronic from the beginning, since there could be various digital signatures embedded in or associated with it to verify it's authenticity. That could include digital thumbprints from the mother, and the doctor or other attendant.
