We can never truly cut costs without tort reform and the dems don't talk about that at all. Doctors afraid of being sued (by John Edwards-esque lawyers), authorize all sorts of unnecessary frivolous tests and so on and so on. It's not the only cause of rising costs, but it is an important factor that shouldn't be ignored if we want to do this right.
