....I don’t want a guy from a state with a “no-issue” for domestic violence driving to the next state to get a license from a state that doesn’t have one.

That wasn't what it was about at all. This was about folks with carry permits from their "home state" being able to cross borders without automatically becoming a criminal. Someone with a domestic violence rap wouldn't have a valid permit (in most states) in the first place.

I believe in some states, they would be able to get a permit. I don’t know who would have access to each state’s database, but it seems it would be difficult for a cop out west, to know if someone had a legitimate permit from say, VA. I don’t think the state’s databases are available to the feds, I may be wrong on that though. I would hope that the feds didn’t have access to each state’s ccw data.
