To be up front, one billion could be cut from PA’s budget and nobody would notice. Duplication, ineffective programs, per diems for ALL traveling employees and paying of our health benefits is just a beginning. NO governor has EVER set goals and objectives for his cabinet members. For instance, Estelle Richmond, (head of DPW) should be told on day one of her appointm,ent “you WILL decrease welfare roles by 30% in your first year or else you walk.” Instead she was told to “qualify, not verify”. Our welfare roles have illegals, multiple state applicants, and people with full time, under the table jobs who are collecting SSI. What can’t Spendell cut?

This would appear to be another created “crisis” that the federal administration won’t waste. States have been given their marching orders. There will be cuts made but not the kind we are expecting. This is near the time of the paradigm shift they have been talking about. Centralized federal control.....Not good..
