However, he does record that the WPC stated she had felt threatened by him when he took her picture, referring to his size - 5' 11" and about 12 stone - and implying that she found it intimidating. Anyone who feels "intimidated" by a 5'11 man taking pictures of them probably should not be an officer of the law.

You can get “de-arrested” after you've been arrested?
So how do you answer the employment application question “Have you ever been arrested?”?
Does the “de-arrest” make the arrest go away like it never happened?

The British have it much worse than the USA. The petty arrests and harassment are much less common here. (But being a photographer, I can tell you it happens here too)
