Assume that the actual cost of the ObamaCare plans is 9%. What will happen is that every business will do the arithmetic and dump their plans and pay the tax. Then every individual (who is not poor) will pay for their own individual govt plan or face IRS punitive taxes.
So the government gets paid twice for the same health benefits - once by businesses and again by individuals. What a deal for Uncle Sam, eh?
