I was on TennCare for 6 years and was one of the first to get cutoff under phil bredesen....For six years I was on medication that cost's about $600.00 a month.and the year before I was cut out TennCare cover a new prosthesis that cost over $48000.00....I was never asked to contribute a dime for anything although I could have.....That is the main reason it failed....if they had just asked for a $2.00 copayment for prescriptions the plan would have been workable....and just remember, it was a democrat that cut the uninsurable and truly needy off...

Ah yes, living in Tennessee I remember the letters TN Gov mailed out to 325,000 residents informing them that they would no longer be covered under TennCare and that they would need to re-enroll but would receive rationed drug prescriptions limited to five per person and would need to begin cost sharing services.
Didn’t go over very well.

ONE OTHER VERY IMPORTANT LESSON LEARNED - Docs stopped accepting TennCare due to incredibly low reimbursement.

The scheme for TennCare was strongly influenced by the Clinton-Gore administration who wanted a state-size public health care program to hold up as a successful model for a national program. It was a model of disaster. Residents of the many bordering states—Mississippi, Alabama, Georgia, North Carolina, Virginia, Kentucky, Missouri and Arkansas—discovered they could access TennCare by renting a post office box in Tennessee. No one knows how much money was drained from TennCare by fraud because enrollment grew so fast. This same scene is now playing out in Massachusetts.
