The very top of the law states:

" The following shall be nationals and citizens of the United States at birth:"

This has no effect on natural born citizenship. In fact, if it's a law that makes you a citizen, you cannot be a natural born citizen.

The law specifies people who are citizens at birth. Does natural born citizen = citizen at birth? Most legal scholars say yes, FReeper wishful thinking notwithstanding, but there's no consensus and no precedent.
