There could be either outright lying about the about the numbers, and/or the classifications could've been tinkered with to achieve the desired outcomes.

The concept that the manager in charge of the program did not know what makes up the data is inconceivable, even if he's "not a computer guy."
He should be fired, demoted or retired and the chief has more slainin to do.
