How did this math above get to 19 trillion? Interest added to what the govm’t has to borrow?
It's a ten-year plan. So, I assume the $19 trillion is a ten-year figure. And, since it would take a while to ramp up to the $3 trillion level, a $1.9 trillion/yr average sounds about right.
