Detroit has looked like that for 20 years. Result of race riots and unrest, not the current economy. (not totally anyway)
Coleman Young drove the tax base from Detroit. Archer tried to arrest the process and Kilpatrick finished the city off. Easy mortgages let the ones who could get out move to the suburbs. It’s a cesspool now.
