Here's a little news to dampen your day: Our city is downright mean. So says the National Law Center on Homelessness and Poverty in a new report called "Homes Not Handcuffs" that tracks the criminalization of homeless people in 273 cities nationwide.
San Francisco is ranked seventh, up (down?) from 10th last year. Berkeley ranks 10th. The very meanest cities are Los Angeles; St. Petersburg, Fla.; and Orlando.
The rankings were based on the number of anti-homeless laws, how strongly those laws are enforced and the general political climate toward homeless people.
The report slams San Francisco for citing people who sleep on sidewalks and drink in public and for cracking down on homeless people camping in Golden Gate Park.
It also criticizes Mayor Gavin Newsom's idea last year to install homeless meters to encourage people to give spare change to social services rather than directly to panhandlers. The proposal has stalled after being roundly mocked, so maybe we're only, like, eighth meanest.

That's effectively what San Francisco thinks. It's funny how a commie lib city with the highest number of homosexuals can't find it in themselves to have compassion for the homeless. I mean, you'd think they would at least send out a compassionate homosexual sex brigade to have sex with the homeless, right?
Someone must have forgotten to tell the homeless this. I was in SF last summer and there were so many homeless on the street, one had to be careful where to step as to avoid them. I left the city thinking that they represented a grave health hazard.

It's to provide an artificial boogey-person to fight in order to justify their existence and to thwart attempts to give the bums' rush to the bums.

BTW, with the exception of the baseball stadium, I now resist all attempts to get me anywhere near SF or Oakland, and I would spend $100 elsewhere to avoid spending a farthing in the Bay Area.

We have 2 homeless men in our town.
Everyone knows who they are and their stories. Occasionally the family of of one of them collects him for a bath, new clothes and a barber visit for a shave and haircut. They have tried everything to get him off the street but he won’t stay with anything they do. Mental health services won’t step in because he is not a danger to himself or others. The other one has a similar story, but his family, who made efforts earlier, are less inclined to offer help now. One local person who has some property allows them to sleep in a heated garage when it gets cold or wet. They visit the local coffee shop every day, tap on the window and the owner brings a coffee out to them for free. Area churches feed them. If the weather does not warrant the garage they sleep behind the public works building in a carport so they have a roof over them. Unfortunately they also occasionally go potty there. UGH City workers complain of the poop and the used toilet paper.
One local church approached the city for permission to establish a homeless shelter but were turned down. The reason for the rejection was that if we provide additional opportunities for homeless, additional homeless people will come here from Raleigh or Durham or surrounding areas. We would rather take care of the two we have as we do and have it thought that we were non-caring than attract others to the area but providing lavishly. If these two nbeed help they have families that can be called in, if you get transient homeless who do you call?
funniest thing I ever heard in the ER was a cop grabbing a guy by the coat and telling him, "The doc says you're OK. Now get on your way. The next busses go to Houston or Los Angeles... if I were you I'd go back west son. Cause we ain't got nothing for you here and it's awful cold outside."
It was a bum trying to get admitted for "observation" so he could shack up for a couple of hot meals and a bed.
If it was up to me, we'd outlaw homeless shelters in Texas and just put in vouchers for bus trips to really enlightened places like New York or Santa Monica. bwahahahahaha....
San Fran spent years encouraging the homeless to come there.
Now that they are over-run with them, and all the attached problems, business leaders and others are demanding a clean up. Trying to run a high end business in the middle of San Fran and having homeless sleeping in your entrance and peeing in your alleys isn’t very much of a draw for customers.
If, as you jumped the hobo, you came in contact with your tire it was considered a form break and points were deducted from your overall score. Luckily, many were so utterly hammered on drugs they rarely roused from their slumber.
