Most of the democrats or GOP members will tow the line on critical votes if it comes down to push/shove. The party leadership will basically exert enough pressure to hold them in line on critical votes.
The state and local governments maybe a different senario. In Texas for example the democrats are two members away from taking control of the state house [76-74 GOP]. The controls at the state levels is going to be important due to redistricting come up after the 2010 census. Giving the democrats control may well seal the fate in congress for a few years to come.
