Short answer is they don’t fight. And they also make themselves targets for terror acts. Johnny Taliban knows who has strong support at home and which countries will pull out if they can just killing a couple dozen of it’s soldiers with an IED.

It currently takes NATO 62 weeks to process a submitted urgent operational requirement, down from 80 weeks. Next goal: 35 weeks. That means operational commanders still wait almost nine months for what they deem an urgent requirement.
"We need bullets" "We'll have that request processed by the end of September 2010." "Wow, that's an improvement of better than four months! How did you do it?"
